Is this USA chain buffet/steak house really the second best restuarant in Puerto Vallarta's Culinary heaven?

Popular among many locals and expats and sight of monthly "board meetings" for http://www.vallartascene.com/, relative newcomer Cafe Roma scores very high (#3) on the list. Roma also holds weekly pizza parties for the Children of the Dump, a local charity organization.
